The three formatting buttons for bold, italic and underlined text are only visible when the option to allow outgoing messages containing BBCode formatted text is enabled. The global setting for this can be found in Message sessions → General at the very bottom of that option page. Alternatively, you can use the drop down arrow of the leftmost toolbar button to set this option.
